Marius Llewellyn Fransman is a South African politician who currently serves as the Chairman of the African National Congress in the Western Cape, as well as the Deputy Minister of International Relations & Cooperation. He was appointed in February 2011 and November 2010, respectively. As Leader of the ANC in the DA-led Western Cape, Fransman has come under fire on several occasions for his controversial canvassing methods, which have included distributing food parcels to potential voters and promising large sums of cash to Coloured voters before the 2014 general election. ==Early life and career== Fransman was born in Blackheath on the Cape Flats.
